தேவை - சிறிலங்கா மீது பொருளாதாரத் தடை

சமாதானப் பேச்சுவார்த்தைகளுக்குத் தயார் என்று அடிக்கடி சொல்லிக் கொள்கின்ற சிறிலங்கா அரசு தொடர்ந்தும் பிரகடனப் படுத்தாத போரை மேற்கொண்டு வருவதோடு மட்டுமல்லாது பொருளாதார தடைகளையும் தமிழ் மக்கள்மீது பிரயோகித்து வருக்ன்றது. போர் தருகின்ற அல்லல்களையும் பொருளாதார தடைகள் கொடுக்கின்ற இன்னல்களையும் எதிர்கொள்கின்ற தமிழ்ப் பொதுமக்கள்மீது போக்குவரத்துத் தடைகளையும் உணவு மருந்துத் தடைகளையும் சிறிலங்கா அரசு இரக்கமின்றி விதித்து வருகின்றது.

 இவை மூலம் தமிழ் மக்களின் வாழ்வாதாரத்தை சிதைத்து அவர்களை பட்டினி மூலமும், நோய்நொடி மூலமும் அழித்து விடுவதற்கான முயற்சிகளை சிறிலங்கா அரசு மேற்கொண்டு வருகின்றது. தமிழீழப் பகுதிகளில் அளப்பரிய புனர்வாழ்வுப் பணிகளை மேற்கொண்டு வருகின்ற தமிழர் புனர்வாழ்வுக் கழகத்தின் வங்கிக் கணக்குகளை சிறிலங்கா அரசு முடக்கி வைத்திருப்பதன் அடிப்படைக் காரணமும் தமிழ் மக்களின் அடிப்படை வாழ்வியலைக் குலைப்பதற்காகத்தான்!.

தமிழ் மக்கள் மீது சிறிலங்கா அரசு மேற்கொள்கின்ற பொருளாதார உணவு மருந்துத் தடைகள் புதிதானவை அல்ல. சிறிலங்காவின் முன்னைய அரசுகளும் இவற்றை காலத்துக்குகாலம் மேற்கொண்டே வந்திருக்கின்றன. தம்முடைய உரிமைக்காகவும், சுதந்திரத்திற்காகவும் போராடுகின்ற தமிழினத்தை முற்றாக அழித்தொழிப்பதற்காக சிங்கள பௌத்த பேரினவாத அரசுகள் இந்தக் கொடுமைகளை தொடர்ந்தும் செய்து வருகின்றன. இந்தக் கொடுமைகளுக்குக் காலம் காலமாக எமது தமிழினம் முகம் கொடுக்க வேண்டியதாகவே உள்ளது.

இத்தகைய நாசகாரக் கொடுமைகளுக்கு எதிராகக் குரல் எழுப்புவதோடு மட்டுமல்லாது, ஜனநாயக வழியில் ஒரு பரந்து பட்ட போராட்டத்தை மிகச் சரியான செயற்பாடுகள் மூலம் புலம் பெயர்ந்த தமிழீழ மக்கள் முன்னெடுத்துச் செல்லணேடிய வேளை இதுவாகும். இந்த முக்கியமான பரந்து பட்ட ஜனநாயகம் போராட்டம் குறித்து சிந்தித்து தர்க்கிப்பதுதான் இந்தக் கட்டுரையின் நோக்கமாகும்.!

தமிழர் தாயகத்தின் மீது சிறிலங்கா அரசுகள் ஏற்படுத்தியுள்ள பொருளாதாரத் தடைக்கு ஒப்பான ஒரு பொருளாதார தடையை சிறிலங்காமீது சர்வதேச சமூகம் விதிக்க வேண்டும். இதற்கான ஓர் ஏது நிலையை உருவாக்கின்ற ஒரு முன்முயற்சியை புலம் பெயர்ந்த தமிழீழ மக்களாகிய நாம் ஒருங்கிணைந்து மேற்கொள்ள வேண்டும்.

இதற்குரிய வழிமுறைகள் குறித்து நாம் தர்க்கிப்பதற்கு முன்பு பொருளாதார தடை குறித்துச் சில விடயங்களை நாம் சுட்டிக்காட்ட விழைகின்றோம்.

உலகநாடுகள் பொதுவாக மற்றைய நடுகள் மீது பலவிதமான பொருளாதாரத் தடைகளை விதித்து வந்ததையும் விதித்து வருவதையும் நாம் காணக் கூடியதாக உள்ளது. இவற்றிற்கு அரசியல் மற்றும் இராணுவரீதியான காரணங்கள் உண்டு. அக்காரணங்கள் சரியாக இருக்கலாம். பிழையாகவும் இருக்கலாம். இவற்றை நாம் இப்போது ஆராய முன்வரவில்லை. இந்த உலகநாடுகள் மற்றைய நாடுகளுக்கு பொருளாதார தடைகளை விதிக்கும்போது அவை அந்த அரசை நடத்துகின்ற ஆட்சியாளர்களைப் பாதிப்பதில்லை. அந்தத் தடைகள் அந்த நாட்டின் பொதுமக்களைத்தான் நேரடியாகவும் உடனடியாகவும் பாதிக்கின்றன. பொதுமக்கள் மீதான இந்தத் பாதிப்புக்கள் ஈற்றில் ஆட்சியாளர்களுக்கு ஒரு நெருக்கடியை கொடுப்பதுண்டு. இதனால் பொருளாதாரத்தடை என்பது ஓர் உத்தியாக உலக நாடுகளால் இன்று பயன்படுத்தப் படுகின்றது.

உலகநாடுகள் மற்றைய நாடுகள்மீது பயன்படுத்துகின்ற பொருளாதார தடை உத்தியின் அடிப்படை நோக்கம் அந்த நாடுகளின் ஆட்சியாளர்களை தங்கள் வழிக்குக் கொண்டு வருதலாகும். ஆனால் சிறிலங்கா அரசு மேற்கொள்ளுகின்ற பொருளாதார தடை உத்தியின் நோக்கம் இன்னமொரு தேசியஇனமான தமிழினத்தை அழிக்கின்ற இனஅழிப்பு நோக்கமாகும். இங்கே புலம் பெயர்ந்த தமிழீழ மக்களாகிய நாம் மேற்கொள்ள வேண்டிய மேற்கொள்ளப் போகின்ற சிறிலங்கா மீதான பொருளாதாரத் தடைக்குரிய செயற்பாடுகள் சிங்கள மக்களை அழிப்பதற்குரிய நோக்கத்தைக் கொண்டதல்ல.

 மாறாக சிங்கள ஆட்சியாளர்களின் மீது நியாயமான நெருக்கடியை உருவாக்குவதன் மூலம் அவர்களின் தமிழின அழிப்பை நிறுத்துவதேயாகும். சரியாக சொல்லப்போனால் ஐக்கிய நாடுகள் சபை உட்படப் பல உலக நாடுகள் சரியான காரணங்களுக்காக மேற்கொண்ட பொருளாதாரத் தடைகளைத்தான் புலம் பெயர்ந்த தமிழீழ மக்களாகிய நாம் ஒருங்கிணைந்து சிறிலங்கா மீது மேற்கொள்ள வேண்டும். இதற்கு முன்னுதாரணமாக மகாத்மா காந்தி பிரிட்டிஸ் சாம்ராஜ்யத்திற்கு எதிராக மேற்கொண்ட பொருளாதாரத் தடை முயற்சிகளை நாம் பின்னர் தர்க்க்ப்போம்.

நாம் இப்போது கூறிய கருத்துக்களின்படி சிறிலங்கா மீதான பொருளாதாரத் தடை முழு அளவில் வலுப்பெறும்போது சிங்களப் பொதுமக்கள்தான் முதலில் பாதிக்கப்படுவார்கள். என்ற எண்ணம் எமக்கு எழக்கூடும். அது குறித்த சில யதார்த்தமான விடயங்களை நாம் கருத்தில் கொள்ள வேண்டும்.

முன்னர் போரினால் மிகப்பெரிய அழிவுகளையும் மிகப்பெரிய நெருக்கடிகளையும் பாரிய பொருளாதாரப் பிரச்சனைகளையும் சிங்களமக்கள் சந்தித்தபோதுதான் அவர்கள் சமாதானத்திற்காக வாக்களித்தார்கள். அதன் காரணமாக சமாதானம் வந்து அவர்களுக்கு, அதாவது சிங்கள மக்களுக்கு சுகமான வாழ்க்கையும் வசதியும், நிம்மதியும் கிட்டியது. ஆனால் சிங்கள மக்களுக்குக் கிட்டிய சுகமான வாழ்க்கையும் வசதியும் தமிழ் மக்களுக்கு கிட்டவேயில்லை. ஆனால் சுகமான வாழ்க்கையிலும் வசதியிலும் நிம்மதியிலும் இளைப்பாறிய சிங்களமக்கள் அடுத்த தேர்தலின்போது யுத்தத்தை நாடிய கடும்போக்காளர்களுக்குத்தான் வாக்களித்தார்கள். அதாவது சமாதானத்தின் சுகத்தை அனுபவித்த சிங்களமக்கள் தமிழ் மக்கள் மீதான போருக்கு வாக்களித்தார்கள்.

மிகவும் துக்ககரமான விடயம் என்னவென்றால் சிங்கள மக்களின் பெரும்பான்மையோர் போரைத்தான் விரும்பினார்கள். போருக்கான ஆதரவை அளித்தார்கள். போருக்காகத்தான் தமது வாக்குகளையும் அளித்தார்கள். ஆனால் இந்த சிங்கள பொதுமக்களையும் பாதித்துத்தான் சிங்கள ஆட்சியாளர்கள் தமது ஆட்சியை நடாத்துகின்றார்கள். தமிழ் மக்களைப் பொருளாதாரத் தடைகளுக்கு உள்ளாக்குகின்ற சிங்கள அரசுகள் அதேவேளை தம்முடைய சிங்கள பெதுமக்களுக்கும் மிகப்பெரிதாக எதையும் செய்து விடவிடல்லை.

 சிங்கள மக்களின் வரிப்பணத்தினை உபயோகித்து அவர்களுக்குத் தேவையான அபிவிருத்தித் திட்டங்களையும் பெரிதாக அவர்கள் மேற்கொள்ளவில்லை. சிங்கள மக்களின் வரிப்பணத்தை சிறிலங்கா அரசு போருக்குத்தான் பயன்படுத்துகின்றது. சிறிலங்கா அரசின் சிங்கள பௌத்தப் பேரினவாத சிந்தனையை அடிப்படையாகக் கொண்ட பரப்புரைகளை உள்வாங்கிக் கொண்டுள்ள சிங்கள பொதுமக்கள் இன்று போர் என்று பேசிக்கொண்டு போருக்காகத் தொடை தட்டி நிற்கின்றார்கள். அதேவேளை சிங்களஅரசின் நடவடிக்கை காரணமாக எழுந்துள்ள மறைமுகத் துன்பங்களையும் உள்வாங்கி நிற்கின்றார்கள். இந்த மாயப் பரப்புரைக்கும் சிங்கள ஊடகங்கள் துணை நிற்கின்றன. இவையும் சிங்கள மக்களின் அறிவுக்கண்களை(?) மறைக்கின்றன.

சிறிலங்கா மீது பொருளாதாரத் தடைகள் விதிக்கப்படும் பட்சத்தில் சிங்கள பொதுமக்கள் பாதிக்கப்படலாம் என்ற கருத்து இருப்பது உண்மைதான் ஆனால் இநதச் சிங்களப் பொதுமக்கள் தாங்களே விரும்பி இந்தப் பாதிப்புக்கு ஆளாகிக் கொண்டு ஆனால் இதனைக் கருத்தில் கொள்ளாமல் போர் என்று நிற்கின்றார்கள். எப்போதும் காலம் கடந்துதான் போரின் தாக்கங்களை தேசம் உணர்ந்து கொள்கின்றது.

அதனையே தமிழ் போராட்ட வரலாறும் சொல்லி நிற்கின்றது. சமாதானக் காலத்தில் தமக்கு வசதியும் வாய்ப்பும் கிடைக்கும்போது அந்த அதீத உற்சாகத்தில் அந்த மகிழ்ச்சியில் போர் என்ற உடனே கிளம்பி விடுவது சிங்கள மக்களினதும், சிங்கள ஆட்சியாளர்களினதும் வழக்கமாக உள்ளது.

சிங்கள மக்கள் தங்களுடைய ஒப்புதலோடுதான் தங்களுடைய சொந்தப் பாதிப்புகளுக்கு ஆளாகின்றார்கள் ஆனால் தமிழ் மக்களோ தங்களுடைய ஒப்புதல் இல்லாமலேயே சிறிலங்கா அரசின் பாதிப்புகளுக்கு உள்ளாகின்றார்கள்.

சுங்கள மக்களைப் பொறுத்தவரையில் அவர்கள் பாதிப்புக்கு உள்ளாகும்போதுதான் சமாதானத்திற்காகத் தள்ளப்படுகின்றார்கள். இது அவர்களுடைய குணஇயல்பாகவே அன்று தொட்டு இன்று வரை இருந்து வருகின்றது. இல்லாவிட்டால் போர்தான் அவர்களுடைய இயல்பாக இருந்து வருகின்றது.

ஆகவே சிறிலங்கா மீதான பொருளாதார தடை என்பது சிஙகள தேசத்திற்கு மிகப் பாரிய பாதிப்பை ஏற்படுத்தும். இந்தப் பாரிய பாதிப்பு ஏற்படும்போதுதான் இது சிங்கள மக்களிடையே பாரிய மாற்றத்தைத் கொண்டு வருவதோடு மட்டுமல்லாது, அவர்களின் மத்தியில் பாரிய கருத்துருவாக்க மாற்றம் சிங்கள அரசியலிலும், சிங்கள அரசுகளின் நிலைப்பாட்டிலும் மிகப்பெரிய நெருக்கடியையும் கொண்டு வரும்.

சிறிலங்கா அரசுக்கு அத்தகைய அழுத்தங்கள் வருகின்ற போது பணவீக்கம் போன்ற அடிப்படையான நெருக்கடிகள் ஏற்கனவே நிர்வாகச் சிக்கல்களையும் கொண்டு வந்திருக்கும். பணவீக்கத்தின் விளைவுகள் சிங்கள மக்கள் சிந்திக்க வேண்டி வரும. பொருட்களின் விலை கூடும். பொருட்களின் பற்றாக்குறை பரவும் அது சிங்கள அரசை முறையான நீதியான சமாதானத்தீர்வை நோக்கி நகரச் செய்யும்.

ஓரு விடயத்தை அங்கே நாம் கவனிக்கவேண்டும். சுறிலங்கா மீதான பொருளாதாரத் தடைகள் என்பது எல்லாத்தரப்பு மக்களையும் பாதிக்கும் என்ற கருத்து ஒன்று உண்டு. அது தமிழ் மக்களையும் பாதிக்கும் என்று வாதிடலாம். ஆனால் யதார்த்த நிலையில் இன்ற தமிழ் மக்கள் இந்த பாதிப்புக்களை ஏற்கனவே அனுபவித்து வருகின்றார்கள். தமிழ் மக்களுக்கு மேலதிகமான பாதிப்பு வரப்போவதில்லை. என்பதையும் பாதிப்பின் அதி உச்ச நிலையில் அவர்கள் இருக்கின்றார்கள் என்பதையும் களநிலை எடுத்து காட்டும். தமிழர் தாயகத்தில் இப்போது இருக்கின்ற பாதிப்படைவிட பெரிய பாதிப்ப ஏற்படாது என்பதனைப் பொருளாதார நிபுணர்கள் விளக்ககூடும்.

ஆகவே சிங்க அரசு போரைக் கைவிட்டு சமாதானத் தீர்வை நோக்கி நகரும்போது தமிழ் மக்களுக்கும், சிங்களமக்களுக்கும் இந்த பொருளாதாரத் தடை நன்மையை கொண்டுவரும்.

ஆகவே சிறிலங்கா மீதான பொருளாதாரத்தடை என்பதானது தமிழ் மக்களுக்கு மட்டுமல்லாது சிங்கள மக்களுக்கும் நன்மையையும் நல்ல எதிர்காலத்தையும் கொண்டு வரக்கூடிய பொருத்தமான செயற்பாடாகும்.

தவிரவும் நியாயமான சுதந்திரத்தை நாடிப் போராடுகின்ற மக்கள் தம்மை அடக்கி ஆளுகின்ற தேசங்களுக்கு எதிராக அவற்றின் ஆட்சியாளர்களுக்கு எதிராகப் பொருளாதாரத் தடைகளை விதித்து போராடிய சம்பவங்களும் விடுதலைப் போராட்ட வரலாற்றில் உண்டு. மகாத்மா காந்தி பிரிட்டிஸ் சாம்ராஜ்யத்திற்கு எதிராக நடாத்திய ஆர்ப்பாட்டத்தில் ஓர் உத்தியாக பொருளாதார நெருக்கடியையும் உபயோகித்தார் என்று குறிப்பிட்டிருந்தோம். காந்தி பிரித்தானியாவிற்கு பொருளாதார நெருக்கடிகளை கொடுக்கும் நோக்குடன் பல செயற்பாடுகளை மேற்கொண்டார். பிரித்தானியாவில் தயாராகும் ஆடைகளை வாங்காமல் புறக்கணித்து இந்திய மக்களின் உள்ளுர் தயாரிப்புக்களான ஆடைகளை மட்டும் வாங்க வேண்டும் என்று காந்தி தம்முடைய மக்களைக் கேட்டுக்கொண்டதற்குக் காரணம் பிரித்தானியாவிற்கு ஒரு பொருளாதார நெருக்கடியை ஏற்படுத்த வேண்டும் என்பதற்காகத்தான். நாம் சுதேசி ஆடைகளை கதர் ஆடைகளை மட்டும் அணிய வேண்டும் எம்மை ஆக்கிரமித்து நிற்கின்ற பிரிட்டிஷாரின் உடைகளை, துணிகளை வாங்க வேண்டாம். அவர்களுக்கு ஏன் எம்முடைய மூலதனம் போகவேண்டும். என்று காந்தி இந்திய மக்களைக் கேட்டார். இது ஒரு பெரிய போராட்டச் செயற்பாடாக வளர்ந்தது.

காந்தி பிரிட்டிஸ் துணிகளுக்கு எதிரான போராட்டத்தை மட்டும் மேற்கொள்ளவில்லை. மேலும் பல உத்திகளை அவர் கையாண்டார். உதாரணத்திற்கு அவருடைய தண்டி யாத்திரையைச் சொல்லலாம். உப்பை அள்ளுகின்ற போராட்டமாக அது அமைந்தது. அது உண்மையில் அரசாங்கவரியைக் கொடுக்க மறுக்கும் போராட்டம்தான். உப்புவரியை மறுத்து பிரிட்டிஸ் அரசக்கு மேலும் ஒரு பொருளாதார நெருக்கடியை கொடுக்கும் நோக்கோடு காந்தியின் தண்டி யாத்திரை அமைந்தது. இந்த தண்டி யாத்திரையும் எங்கிருந்தோ ஆரம்பித்து எங்கெங்கோ உள்ள ஊர்களின் உடாக சென்றபோது ஒவ்வொரு இடத்திலும் ஆயிரக்கணக்கில் பொது மக்கள் சேர்ந்து கொள்ள அச் செய்தியும் காட்டுத்தீ போல பெரிதாக பரவ அது ஒரு மிகப் பெரிய யாத்திரையாக அமைந்தது. இது ஒரு மிகப் பெரிய பரப்பரையாகவும் அமைந்தது.

இங்கே ஒரு மிக முக்கியமான விடயத்தை நாம் வேறு ஒரு தளத்தில் வைத்து உள் வாங்கவேண்டும். மகாத்மா காந்தி மேற்கொண்ட இத்தகைய போராட்டங்கள் வெற்றியா இல்லையா என்பது வேறு விடயம். ஆனால் இத்தகைய போராட்டங்கள் ஒரு குறியீடாக விளங்கி அனைத்து இந்திய மக்களையும் ஒருங்கிணைத்தன. அது ஒரு மிகப்பெரிய மக்கள் சக்தியாக உருவெடுத்தது. இந்திய மக்களுக்கு ஒரு பாரிய பரப்புரையாயக அமைந்து அவர்களுக்கு விழிபபுணர்வைக் கொடுத்து. ஒரு கல்லில் இரண்டு கனிகள். ஒரு புறம் எதிரிக்கு பொருளாதார நெருக்கடிகள் கெடுக்கப்டுகின்ற அதேவேளை மறுபக்கம் இதனூடு மக்கள் ஒருங்கிணைக்கப்படுகின்றார்கள். இந்த முக்கிய விடயத்தைப் புலம் பெயர்ந்த தமிழீழ மக்களாகிய நாம் உள்வாங்க வேண்டும்.

சரியாக சொல்லப்போனால் மகாத்மா காந்தி அன்று மேற்கொண்ட நடவடிக்கைகளையும் விட இன்னும் பலமான நடவடிக்கைகளை மேற்கொள்ளகூடிய நிலையில் புலம் பெயர்ந்த தமிழீழ மக்களாகிய நாம் இருக்கின்றோம். அதற்குரிய புவியியல் சூழ்நிலையும் பொருளாதார உலக மயமாக்கலும் எமக்கு சாதகமாகவே உள்ளது. நாம் எம்முடைய மக்களை மட்டுமல்ல மற்றைய உலக நாடுகளையும் சிறிலங்காவிற்கான பொருளாதார தடை முயற்சிகளில் இணைக்க கூடியதாக இருக்கும்.

வெளி நாட்டு அரசுகள் சிறிலங்கா அரசிற்கு பொருளாதாரத் தடைகளை விதிக்குமா விதிக்காதா என்று வாசகர்கள் கேட்கக்கூடும். வெளிநாட்டு அரசுகள் சிறிலங்கா அரசிற்கு அழுத்தங்களை கொடுக்குமா கொடுக்காதா என்றும் வாசகர்கள் வினாவக் கூடும். உண்மையில் இவை அல்ல முதலாவது விளைவுகள் புலம் பெயர்ந்த தமிழீழ மக்களாகிய நாம் இந்தக் கருத்தை, கருத்துருவாக்கத்தை எங்களிடையேயும் நாங்கள் வாழுகின்ற அந்த நாட்டு மக்களிடையேயும், அரசுகளிடையேயும் விதைக்கவேண்டும் என்பதுதான் முதன்மையான விடயமாகும்.

போராட்டம் குறித்து சினதேசத்துக் கதை ஒன்று உண்டு. முக்கியமான பாதை நடுவே மலை ஒன்று இருக்கின்றது. மலையை உடைத்தால்தான் மற்றப்பாதைகளோடு இணையும். என்ற வகையில்தான் புவியியலும் இருக்கின்றது. ஒரு கிழவன் மலையை உடைக்க ஆரம்பிக்கின்றான். இந்த மலையை நீ எப்படி உடைப்பாய் என்று ஊர் மக்கள் கேட்கின்றார்கள். அதற்கு கிழவன் சொல்கின்றான் முதலில் நான் உடைக்கின்றேன். பின்னர் நீங்களும் சேருங்கள் நாங்கள் எல்லோரும் சேர்ந்து உடைத்தால் மலை உடையும். எமது பிந்தைய தலைமுறை இந்தப்பாதையை உபயோகிக்கும். நாங்கள் உடைக்காவிட்டால் எமக்கு பாதை கிட்டப் போவதில்லை. பிந்தைய தலைமுறைக்கு விடிவு இல்லை மலையாக இருக்கின்றதே எனபதற்காக நாம் சும்மா குந்திக்கொண்டு இருக்க முடியாது அதைக்கேடடு அனைவரும் ஒருங்கிணைந்து மலையை உடைத்து பாதையை காண்கின்றார்கள் என்று இந்த சீனக்கதை சொல்கின்றது.

இதில் அடிப்படை என்னவென்றால் பாதைக்காகப் பாறையை உடைக்க வேண்டும் என்பதுதான். அது மலையாகவும் இருக்கலாம் மகிந்தவின் சிந்னையாகவும் இருக்கலாம். யாரோ ஒருவர் உடைக்கத் தொடங்க வேண்டியதுதான். அது இன்று உடையலாம் அல்லது நாளையோ சற்றுப் பொறுத்தோ உடையலாம் ஆனால் அது உடைக்கத் தொடங்கப்பட வேண்டும் சிறிலங்கா மீதான பொருளாதாரத் தடைக்குரிய செயற்பாடுகளுக்கான பொறுப்புக்கள் எங்களிடம் தான் உண்டு.

உதாரணத்திற்கு நாம் ஒரு விடயத்தை பார்க்கலாம். புலம்பெயர் தமிழர்களின் பணப் பரிவர்த்தனை மற்றும் பல்வேறு செயற்பாடுகள் காரணமாக சிறிலங்கா அரசிற்குப் பாரிய பயன்கள் உண்டு ஆனால் அத்தகைய பயன்கள் தமிழ் மக்களை சென்றடைவதில்லை. அவர்களுக்கு எந்த வித இலாபத்தையும் தருவதில்லை. தமிழ் மக்களுக்குரிய அபிவிருத்திக்கான பங்கையும் விகிதாசார முறையில் சிறிலங்கா அளிப்பதில்லை. அதனால் புலம் பெயர் தமிழ் மக்களின் பணப்பரிவர்த்னை மறைமுகமாக சிங்கள தேசம் மேற்கொள்ளுகின்ற போருக்குத்தான் உதவுகின்றது.

ஆகவே புலம் பெயர் தமிழ் மக்கள் தாங்களாகவே ஒரு சுயதடையை சிறலங்கா மீது ஏற்படுத்த வேண்டும். அத்தோடு தாங்கள் வாழுகினற அவ்வவ் தேசத்து மக்களிடையேயும் அரசுகள் இடையேயும் சிறிலங்கா தான் பொருளாதார தடைக்கான கருத்துதக்களை விதைக்கவேண்டும். ஏன் தமிழர்கள் இப்படியான ஒரு போராட்டத்தை தொடர்ந்து நடாத்துகின்றார்கள் என்ற விழிப்புணர்வு வெளிநாட்டவர்களுக்கு போய்ச் சேர வேண்டும் அது தகுந்த பலனைத்தரும்.

எம்முடைய துறை சார்ந்த நிபுணர்கள் இந்த முக்கியமான செயற்பாட்டிற்கு நிபுணத்துவ ஆலொசனைகளைத் தந்து தங்களது பங்களிப்பை நல்க வேண்டும்.

• சிறிலங்காவில் முதலீடு செய்வதை நிறுத்தக் கோருதல்

• சிறிலங்கா விமான சேவையில் பயணித்தலைத் தவிர்த்தல்.

Embargo on Sri Lanka  - English Translation

The resent economic embargo by the state on the Tamils and the current medical and travel restrictions are not a new henomenon. Tamils have been subjected to such discriminations for decades. Buddhist Singhalese chauvinism is all out to wie out a whole community by subjugating the Tamils to all sorts of suffering and humiliation.

The Tamil Diasora living in civilised quarters of the globe have an exress duty to bring to light the atrocities of the Sri Lankan government to the knowledge of their resective governments, there by urging these governments to act against the Sri-Lankan government from imosing such inhuman acts.

The aim of this article is to discuss ways and means the Tamil Diasora can fight such injustices without breaching the law of the country they reside. It is imerative that foreign countries need to imose similar economic embargo on Sri Lank like the embargo imosed by Sri-Lankan government on its own minority Tamil citizens. All of us living in foreign soils have to take a unified effort to make this haen. Before discussing future actions to achieve this, it is imortant to areciate the imact of economic embargo and its effects.

We have witnessed international community imosing economic embargo on other countries. This is often instigated by olitical or military reasons. These actions often results in hardshi to the eole of a county affected by the embargo. Even though these actions may have no direct imact on the ruling elite, it often results in immediate and direct hardshi to its citizens.

This will eventually result in these countries adoting an action accetable to the international community. For this reason economic embargo on a recusant country is a unitive tactics by the international community to bring that country into internationally acceted norms.

The above mentioned economic embargo by international community is to bring a country to adhere to acceted international standards and not to unish the eole of that country. But the economic embargo imosed on the Tamil community by the Sri-Lankan government is done for a different reason. The actions taken by the Sri-Lankan government is solely to annihilate the Tamil community.

We should therefore influence the international community to imose economic sanctions on Sri-Lanka. It should be areciated that this course of action is to influence or comel the Sri-Lankan government form doing things which are detrimental to the Tamil community. To illustrate this, we will discuss later in some detail the economic embargo adoted by Mahatma Ghandhi to fight Btitish imerialism.

If we looked into the recent ast, it was severe hardshi and economic instability due to the imact of the war which made the Singhalese eole to vote for a government to talk eace. With the advent of this temorary eace the Singhalese enjoyed excellent life style, and tranquillity with no restrictions on their daily life, but the Tamil minority was not given that oortunity by the Sinhalese government to enjoy the same eace and tranquillity.

eace and the new found tranquillity resulted in economic growth in the Singhalese areas and their natural instinct was then to elect a government to fight a war against Tamils and crush them into submission. It is a sad sate of affair that the majority of Singhalese want to rolong the war against Tamils. The harsh reality is that the cycle of oeration against the Tamils continues. Tamils are subjected to intense hardshi by economic embargo by the Government while on the other hand new develoments are being undertaken in the Singhalese areas.

It is a reality that the taxes levied from the Singhalese get wasted due to the mismanagement of resources. Arms rocurement is a lucrative business in Sri Lanka that cannot be questioned or challenged as it involves defence secrets. Therefore, money rovided by Singhalese tax ayers goes into the ockets of middle men and corrut officials while the chauvinistic Singhalese are ket hay with the futile war.

The state roaganda machine assisted by other media works hard and the ignorant Singhalese eole are made to feel roud by rumours of success in the imending ethnic war. No doubt the drain of wealth is hurting every Singhalese but they are ignorant to believe in communalism while shrewd oliticians and the communal ress thrive with this lob sided roaganda to make the Singhalese to believe that an all- Singhalese, Buddhist nation is a reality.

It is true that the Singhalese eole will be affected badly when an economic embargo is imosed on Sri Lanka. When the desire to wie out a minority community is the burning desire of the Singhalese they should face the consequences. It is unfortunate that eole realise the ramification of war only after a long time. The same is true in the Sri Lankan ethnic war. Singhalese eole who roser during eace time often unwittingly get involved in the war efforts of the government. This is their natural trait. eace and roserity often blind them from reality and make them to forget the ast and the futility of war.

We say that economic embargo can bring ressure on the Singhalese. Such ressure can make its eole to realise reality and look for the cause of their trouble. Economic embargo on them will act as a catalyst to awaken the Singhalese eole. It will induce right thinking and sensible aroach from the government and will ave way for a sensible aroach to the ethnic roblem. Economic embargo on the country will make the economy to decline and it will make the Singhalese nation feels the inch due to monetary burden. rices of commodities will shoot u and scarcity of goods will increase. This will ut ressure on the government to come to its senses and to act democratically.

One might argue that an economic embargo on Sri Lanka can affect all its citizens which include the Tamils as well. As far as Tamils are concerned they are surviving under harsh conditions for decades and it is nothing new to them. Currently they are facing inexlicable hard shi due to travel, food and medical embargo by the Government. Any action to ut economic ressure on government will not further deteriorate the current light of the Tamils as at resent they hardly receive any assistance form the Sinhalese government. In short, the conditions of Tamils in Sri-Lanka are aalling and hardly can go worse under worsening conditions.

Therefore, an economic embargo on Sri Lanka is a tool to make the Singhalese to realise their mistake. Such action will eventually bring roserity to the country and its result will be beneficial to both the Singhalese and Tamils. History tells us that there were occasions when economic embargo was used as a tool in several liberation struggles. As mentioned earlier the economic embargo adoted by Mahatma Gandhi against the British is an ideal examle to be considered in this context.

Mahatma Ghandi adated several ways to aly ressure on British in the days of the Indian indeendence struggle. He urged his eole not to buy British clothes and encouraged them to wear Indian clothes. This is because he wanted to enforce economic embargo on British at the same time. “Why can’t we wear our own hand woven clothes? Why should our money go to Britain by buying their goods? ” argued Ghandi.

Later this action grew into a mammoth liberation struggle. Furthermore he advocated many other ways to free India from British rule. For examle we can quote his rotest march to Thandi against the British tax on salt. The rotest turned into a civil disobedience of collecting salt. This was aimed at deriving the British of the taxes aid by Indians to the British Raj.

A rotest march which started by a few hundred eole mobilised millions of Indians, and turned out to be a nation wide rotest to aralyse the British government. In fact Gandhi’s action had the effect of killing two birds with one stone. His action not only derived the British of the taxes but also unified all the Indians towards the freedom struggle.

There is an imortant oint we should note here. Whether Ghandi’s actions were successful or not, Gandhi was successful in creating a mass movement of Indians, to create a huge wave of rotest against the British Raj.

In this context Tamil Diasora is in a better osition today than Mahatma Gandhi then.

Dislaced Tamils living all over the world are in a better osition to unleash an effective and efficient economic embargo to the government of Sri Lanka. Globalisation of consumer market and the current economic trend in Sri Lanka is ideally suited for the Tamils to imose a successful boycott of Sri Lankan goods. Charity begins at home, they say. We Tamils should start our boycott by not buying Sri-Lankan goods first. This will sread to eole who are living around us and then to the country we live in. It will be easy then to influence foreign governments to imose economic sanctions on Sri-Lanka. This will be a small ste in the right direction.

You may ask whether foreign governments will articiate in such an embargo. Will countries ut ressure on Sri-Lankan Government to be imartial towards all its citizens? These are secondary matters. First and foremost we have to unify in our efforts towards imosing an economic embargo on Sri Lanka. Then we need to roagate the idea to others in the countries we live in. This will eventually make the foreign governments follow the trend.

There is a Chinese story to illustrate the imact of mass movement. There was a mountain blocking two main roads and the geograhic osition was that a tunnel needs to be bored into the mountain to connect both roads. An old man starts to chi off ortions of the rock. An amused crowd asked the old man how he can accomlish this mammoth task. He said: “Well, let me start first others will follow, and it will be a success story at the end of the day”. He continued “If I don’t start, the mountain will remain a mountain and the next generation won’t use it” .The moral of the story is that it is necessary to break the rock. It could be a mountain or Mahinda’s “chinthanaya” (thoughts). It could be done today or tomorrow but needs to be done one day. We have the ability to imose stringent embargo on Sri Lankan goods. Let’s do it. Remember, the road of a thousand miles begins with one ste.

One examle of embargo is to avoid using Sri Lankan banking services for foreign currency transaction. The remittance of foreign currency benefits Sri Lanka tremendously. Money is being sent as direct investment or as drafts into that country. The money thus earned by the state never reaches the Tamils or for the develoment of Tamil areas. Instead this money received by the state, through Tamils living in foreign countries, exclusively goes to urchase arms and in the develoment of Sinhalese areas.

Therefore, Tamils living outside Sri Lanka should imose their own forms of sanctions on Sri Lanka economy. In addition to their ersonal commitment not to assist the Sri-Lankan government to roser with their own foreign currency remittances they need to roagate at all levels for others to boycott Sri Lankan goods. Such activities should be seen by the countries they live as a reasonable and justifiable rotest by the Tamils against Sri Lankan hegemony. Our own economic exerts can suggest us the most effective way to hurt Sri Lanka economy.

In resect to the roosed economic embargo, the Euroean Federation of Tamils has suggested the following:

 Arms exorted to Sri Lanka to conduct the war against innocent Tamils should be stoed altogether.
 Economic aid from foreign donors to Sri Lanka should be stoed until Sri-Lanka relaxes its own restrictions on Tamils and do away with harsh emergency regulations.
 Urge foreign tourists not to visit Sri Lanka.
 Discourage foreign entrereneurs against investment in Sri Lanka.
 Avoid atronising Sri Lanka airlines.
 Avoid using Sri Lanka banking services.
 Withdraw all foreign currency deosited in Sri Lanka banks.

It is the duty of Tamils living all over the world to rovide whole hearted suort to all initiatives roosed by the Euroean Tamil Federation.
