தீர்மானங்கள்

1. உலகத் தமிழ்க் குழந்தைகளின் கல்வி

உலகில் பல நாடுகளில் வாழும் தமிழர்களின் குழந்தைகள் தமிழ் மொழி, இசை, கலை, பண்பாடு ஆகியவற்றைக் கற்க, போதுமான வாய்ப்பு இன்மையால் தாய் மொழியான தமிழையும், நமது கலை, இசை போன்றவற்றையும், நமக்கே உரிய தனித்த பண்பாட்டினையும் அறிந்து கொள்ள முடியாமல் பிற மொழி, பிற பண்பாட்டுடன் வளர வேண்டிய, வேண்டாத சூழ்நிலை உருவாகியுள்ளது. இந்த அவல நிலையைப் போக்குவதற்கான திட்டங்களை வகுக்கவும், அதனைச் செயற்படுத்துவதற்குமான பொறுப்பினைத் தஞ்சைத் தமிழ்ப் பல்கலைக்கழகத்திற்கு அளிப்பதோடு அதற்குத் தேவையான நிதி ஆதாரங்களைத் தமிழக அரசும், இந்திய அரசும் அளிக்க முன்வரவேண்டுமென இம்மாநாடு வேண்டிக்கொள்கிறது.

2. பிறநாட்டுத் தமிழர் நிலை ஆராயக்குழு

மலேசியா, சிங்கப்பூர், இரபு நாடுகள் முதலிய பல நாடுகளுக்குப் பிழைப்புத் தேடிச் சென்ற தமிழர்கள் பல வகையான ஒடுக்குமுறைகளுக்கும், சுரண்டல்களுக்கும் ஆளாகி நலிகிறார்கள். இந்நாடுகளில் உள்ள இந்திய துநீதரகங்கள் அவர்களுக்கு உதவ முன்வருவதில்லை. இவர்களின் இன்னல்களைப் போக்கும் பிரச்னைகளில் போதுமான அக்கறை காட்டுவதில்லை.
மேற்கண்ட நாடுகளில் நிலவும் உண்மை விவரங்களை அறியாத நிலையில் ஏராளமான தமிழர்கள் பிழைப்புத் தேடி இந்நாடுகளுக்கு மேலும் மேலும் சென்று பல்வேறு தொல்லைகளுக்கு ஆளாகிறார்கள். வௌணீநாடுகளில் வாழும் தமிழர்களின் நிலை குறித்து முழுமையாக ஆராய்ந்து இந்திய அரசுக்கு ஆலோசனை கூறத் தமிழக நாடாளுமன்ற உறுப்பினர்களைக் கொண்ட குழு ஒன்றை அனுப்ப வேண்டும் என இம்மாநாடு வற்புறுத்துகின்றது.

3. உலகத் தமிழாராய்ச்சி நிறுவனத்தை மேம்படுத்துக

சென்னை தரமணியில் உள்ள உலகத் தமிழாராய்ச்சி நிறுவனம் உலக அளவிலும், இந்திய அளவிலும் நடக்க வேண்டிய உயர்நிலைத் தமிழ் ஆய்வுப் பணிகளை மேற்கொள்ளும் நோக்கத்துடன் உருவாக்கப்பட்டது. ஆனால் அந்தப் பணி முழுமையாக நிறைவேறவில்லை. எனவே இந்நிறுவனத்தை உலகளவில் சிறந்த தமிழாராய்ச்சி நிறுவனமாக உயர்த்துவதற்குத் தேவையான நடவடிக்கைகளை மேற்கொள்ளுமாறு தமிழக அரசை இம்மாநாடு வேண்டிக் கொள்கிறது.

4. செம்மொழித் தமிழ் உயராய்வு மையம்

செம்மொழிப் பட்டியலில் தமிழ் மொழியையும் சேர்க்க வேண்டும் என்று நுநீறாண்டு காலத்திற்கும் மேலாக வற்புறுத்தி வந்த தமிழ் மக்களின் கோரிக்கையை ஏற்ற இந்திய அரசுக்கும் அதற்குக் காரணமான தமிழக அரசியல் கட்சித் தலைவர்கள், தமிழறிஞர்கள் ஆகியோருக்கும் இம்மாநாடு பாராட்டினையும் நன்றியையும் தெரிவித்துக் கொள்கிறது. அதே வேளையில் செம்மொழியின் கால அளவினை 1500 ஆண்டுகளாகக் குறைத்திருப்பதை மாற்றி 2000 ஆண்டுகளாக ஆக்க வேண்டும் என வலியுறுத்துகிறது. மேலும் பண்பாட்டுத் துறையில் இருந்து, பல்வித் துறைக்கு முழுமையாக மாற்றியமைக்க வேண்டும் என்று வலியுறுத்துகிறது.
தமிழ்ச் செம்மொழி தொடர்பான பணிகளை, எந்த நிறுவனத்திடமும் ஒப்படைக்காமல், அதற்கென்று தனியாகச் செம்மொழித் தமிழ் உயராய்வு மையம் என்று தனியான நிறுவனத்தை நிறுவி அதற்குத் தேவையான நிதியுதவியை அளிக்க முன்வருமாறு இந்திய அரசை இம்மாநாடு வேண்டிக் கொள்கிறது. செம்மொழித் திட்டம் சென்னையைச் தலைமையிடமாகக் கொண்டு இயங்க வேண்டும் என்று வலியுறுத்துகிறது.

5. தமிழீழ விடுதலைப் போரை அங்கீகரிக்க வேண்டுதல்

இலங்கை இனப்பிரச்னையைப் பேச்சுவார்த்தை மூலம் தீர்வு காணவோ, போர் நிறுத்த உடன்பாட்டினைத் தொடர்ந்து கடைப்பிடிக்கவோ சிங்களப் பேரினவாத அரசு சிறிதளவு கூட விரும்பவில்லை என்பது வௌணீப்படையாக தெரிந்துவிட்ட நிலையில் இந்திய அரசும், உலக நாடுகளும் தங்கள் நிலையினை மாற்றிக் கொள்ள வேண்டிய அவசியமும், அவசரமும் ஏற்பட்டுள்ளன.
தமிழ்நாட்டு மக்களோடு தொப்புள் கொடி உறவு பூண்டு மொழி, இனம், பண்பாடு, பழக்க வழக்கங்கள் ஆகியவற்றால் மிக நெருக்கமாக இருக்கக்கூடிய தமிழீழ மக்களின் விடுதலைப் போராட்டத்தை அங்கீகரித்து அவர்களுக்கு சகல உதவிகளைப் புரிய முன்வருமாறும், அவ்வாறே செய்யுமாறு உலக நாடுகளை வற்வுறுத்துமாறும் இந்திய அரசை இம்மாநாடு வேண்டிக் கொள்கிறது.

6. ஈழத் தமிழ் ஏதிலியருக்கு உதவி

சிங்கள இனவெறியர்களின் திட்டமிட்ட இனப் படுகொலைத் தாக்குதல்களிலிருந்து உயிர் தப்பிப் பிழைக்கத் தமிழ்நாட்டை நோக்கி ஈழத்தமிழர்கள் ஏதிலிகளாக ஓடிவருகின்றனர். கடந்த 20 ஆண்டுகளுக்கு மேலாக இந்த நிலைமை தொடர்ந்து நீடித்து வருகிறது. தமிழ்நாட்டில் ஒரு இலட்சத்திற்கு மேற்பட்ட ஈழத்தமிழர்கள் ஏதிலிகளாக முகாம்களில் வாழ்ந்து வருகின்றனர். போதுமான உணவு, சுகாதார வசதிகள், உறைவிட வசதிகள் இல்லாமல் பெரும் துயரத்திற்கு ஆளாகி வருகின்றனர்.
ஐ.நா. பேரவையில் துணை அமைப்பான க்Nஏஇகீ என்னும் அமைப்பு உலகின் பல்வேறு நாட்டு அகதிகளுக்கு எல்லா வகையிலும் உதவி புரிந்து சிறப்பாகத் தொண்டாற்றி வருகிறது. எனவே ஈழத் தமிழ் ஏதிலிகளை பராமரிக்கும் முழுப் பொறுப்பினையும் க்Nஏஇகீ வசம் ஒப்படைக்க வேண்டும் என இந்திய அரசை இம்மாநாடு வற்புறுத்துகிறது.

7. தாய்த்தமிழ் வழிப் பள்ளிகள்

தமிழ்நாட்டில் தமிழ் உணர்வாளர்களின் முயற்சியால் உருவாக்கப்பட்ட தாய்த் தமிழ் வழிப் பள்ளிகள் தமிழக அரசின் உதவியோ அங்கீகாரமோ இல்லாமல் தத்தளிக்கின்றன. இந்தப் பள்ளிகள் சிறப்பாகச் செயல்படவும் நவீன தொழில் நுட்ப ஆலோசனைகள் வழங்கவும் உலகத் தமிழர்கள் முன் வர வேண்டும் என இம்மாநாடு வேண்டிக் கொள்கிறது. வௌணீநாடுகளில் உள்ள தமிழரமைப்புபள் தமிழ்நாட்டில் உள்ள தாய்த் தமிழ்ப் பள்ளிகளைத் தத்தெடுத்துக் கொண்டு உதவ முன்வருவதன் மூலம் தமிழ்வழிக் கல்வி வளர்ச்சிக்குத் துணை புரிய வேண்டுமென இம்மாநாடு வேண்டிக் கொள்கிறது.

8. ஈழத்தமிழ் நாடாளுமன்ற உறுப்பினர்களை அழைத்துப் பேசுக

இலங்கைக் குடியரசுத் தலைவர் அமைச்சர்கள் அடிக்கடி தில்லி இந்தியப் பிரதமரையும் மற்ற அமைச்சர்களையும் சந்தித்துத் தங்கள் நிலைப்பாட்டினைத் தெரிவித்து ஆதரவு திரட்ட அனுமதிக்கப்பட்டுள்ளனர். அதைப் போல இலங்கை நாடாளுமன்ற தமிழ் உறுப்பினர்கள் தில்லி வந்து இந்தியப் பிரதமரைச் சந்தித்து தங்கள் நிலைப்பாட்டினை எடுத்துக் கூற வாய்ப்பு அளிக்க வேண்டும் என இந்திய அரசை இம்மாநாடு வலியுறுத்துகிறது.

Chennai, 11 August 2006 (PTI): The Tamil Nadu Government today told the Madras High Court that a Tamil body had not been allowed to hold an international conference as it was feared that LTTE cadres and sympathisers of other banned groups would enter the state during the meet.

"If (the meeting) is allowed in the name of the conference, LTTE members and sympathisers of banned organisations would infiltrate into the state," the government counsel said during the hearing of a petition filed by the World Tamil Confederation (WTC), which challenged an order by Salem district police denying permission for holding the two-day conference from tomorrow.

Passport and visa details of participants from abroad, including those from Britain, the US, Canada, Australia and Malaysia, were not made available to the police.

Setting aside the order of August 8 that denied permission for the meet, Justice K Raviraja Pandian directed the police to consider the matter again and pass orders.

R Gandhi, counsel for WTC that is headed by Tamil Nationalist Movement leader P Nedumaran, said the body was ready to give an undertaking that no one would be permitted to speak about the LTTE during the conference. The police could be posted at the conference and arrest anyone speaking about the Tamil Tigers, he said.

தமிழர் அமைப்புகளுக்கு வேண்டுகோள்
 

The World Tamil Confederation will hold a two-day conference marking the fourth anniversary of the confederation at Salem from August 12. The confederation founder-president P Nedumaran said delegates from different parts of the world would participate in the deliberations. Members of Parliament from Malaysia and Sri Lanka and delegates from Australia, Canada, the US and Europe would explore various subjects, including the "archaeological aspects, clues and other evidences of Tamil in different parts of the world". The conference would also discuss the issues relating to ethnic Tamils all over the world.

வணக்கம். உலகத் தமிழர்களை ஒருங்கிணைக்கும் நோக்கத்துடன் தொடங்கப்பட்ட "உலகத் தமிழர் பேரமைப்பு'' கடந்த 3 ஆண்டு காலத்தில் வியக்கத்தக்க வளர்ச்சியை அடைந்துள்ளது. உலகநாடுகளில் உள்ள தமிழர் அமைப்புகள் உலகத் தமிழர் பேரமைப்பில் இணைந்து வருகின்றன.

தமிழ்நாட்டிலும், பிற மாநலங்களிலும் உள்ள தமிழர்அமைப்புகளை உலகத் தமிழர் அமைப்போடு இணைந்து பணியாற்ற முன்வருமாறு வேண்டுகிறேன்.

Tamil are living over 27 countries throughout the world. In India Tamils live throughout Tamil Nadu and Pondicherry, in large numbers in Kerala, Karnataka, Andhra and Maharashtra and in smaller numbers in the rest of the States.

Further they live throughout Eelam and in large numbers in Myanmar, Malaysia, Singapore and South Africa and in fair numbers in Canada, Europe, U. S. A., the Caribbean, Australia, New Zealand and other South-East Asian Countries.

It should be noted that next to the Englishmen, Tamils live in most countries. In the States of Tamil Nadu and Pondicherry Tamils form the government in power. In the Central Government of India and in the States of Kerala and Maharashtra,  Tamils are Ministers. In Eelam, Malaysia, Singapore, Mauritius, La Reunion and South Africa, Tamils occupy prominent positions in Government. In Singapore the President of the Republic is a Tamil.

Even though Tamils hold high position in various countries, we the Tamils are not able to get due respect in the world Forums. Though Tamils living in British Guyana, Mauritius, La Reunion and the Caribean may have forgotted the Tamil language, they want to maintain their identity as Tamils.

The feeling of unity of Tamils living overseas must be promoted. The time has come for us to realize what unites us. We are united from ancient times by language, culture and heritage, arts and a common history. We should not stop with admiring our ancient and glorious past. We must also be a part of the modern world and reach new boundaries. When we take pride in the fact that Tamil is one of the oldest living languages in the world and is a classical language, no one should find fault that we are linguistic fanatics. Nor should we be called racists because we call of recognition of Tamil Rights.

Our call for world Tamils to unite is not against the precepts of humanity. It is a call emanating from our birthrights. There is a need to remedy the gradual breaking of ties of expartriat Tamils with the Tamil motherland in areas such as language and culture, and bring about a renaissance amongst them.

This can be done by a strong World Tamil Body which can unite other Tamil Organisations and enable the exchange of ideas in the fields of language and culture. Similarily we need some means of identifying our individuality. Irrespective of where Tamils live they need a National Anthem, a National Dress and a National Flag. These are essential to arouse a fallen Tamil Nation.

In the same manner, a Monetary Fund for Tamils becomes a necessity. It is essential for fostering of enterpreneurship, trade and business of Tamils and to help those made destitute. As such, is the evolution of the World Tamil Confederation. This is formed as an umbrella organisation, which will have no branches in any country.

In each continent, all Tamils Organisations should join together and form an umbrella organisation, e.g., the existing Federation of Tamils Sangams of North America, the Australian Federation of Tamil Sangams. Similar umbrella organisations are to be established in Europe, Africa, Arabia, Caribbean, South Asia and South East Asia by uniting the existing Tamil Organisations.

Representatives of these umbrella organisations will become members of the World Tamil Confederation.

The Inaugural Conference of this Confederation was held in Chennai, Tamil Nadu, on the 20th and 21st of July, 2002. Tamils from all over the world attended the Conference.
